Meh, what does an extra 40k get you nowadays anyway? Willie Le Roux for an Anglo-Welsh double header or something.

The overrun tax in action. Upto 5% over base cap is "allowed". The tax amount gets pretty steep after 50k.

When bath and sarries didn't break it or else lawyers, a new overrun tax was introduced.

That still sounds very similar.
Besides, IIRC the over-run tax was already in place, just less codified; it was certainly talked about a lot at the time.

Nope. Overrun tax and extra cap for international appearances were introduced after the non breaking of the previous agreement.
