Possibly not - although bad conditions doesn't mean that mistakes are not made. The difficulty is that this situation isn't remotely analogous. Ed Milliband did not remotely have "clear weather". The analogy also relies on the assumption that the clear weather will return. You're right, the analogy isn't good.
