Francis clearly attempts to make a tackle. There’s no disputing that it’s high, but it’s clear that the player dips prior to the contact so there is a genuine element of mitigation.

Hodge just recklessly got in the way with no attempt of making a proper tackle.

I don't think there's any comparison with Hodge. But given the flak the governing body have taken, they will double down on anything that risks showing they're being too lenient
