I believe that it's just the second tier team that ties in players, the A team would be that, I don't think countries have a choice, if you have an A team then that is the second tier.

I believe you can nominate whoever you want. But I'll check that out.

Edit - On a cursory review this seems to be the case, it's for the Union to inform the IRB who their nominated next best team is, and of any changes to who that team will be (subject to being allowed one change per annum). There's nothing immediate about a prescribed hierarchy for which team that should/must be
