I was going to make the point Lizard made about JRWC tying in u20s now, but too do we know Wales would nominate their A team as their next best senior team? Surely if wanted they could carry on with the u20s as the named next best, and if they can arrange some A games separate to that then fine.

I believe that it's just the second tier team that ties in players, the A team would be that, I don't think countries have a choice, if you have an A team then that is the second tier.

I believe you can nominate whoever you want. But I'll check that out.

Edit - On a cursory review this seems to be the case, it's for the Union to inform the IRB who their nominated next best team is, and of any changes to who that team will be (subject to being allowed one change per annum). There's nothing immediate about a prescribed hierarchy for which team that should/must be

It looks like Wales "A" will be revived and, presumably, be your nominated "next senior" side.
