No? Borthwick came in in 2020 and only took full charge at the start of 20-21 (when Murphy was released), and it's specifically noted that we weren't over the salary cap that year.
Plus Leicester finished 10 points ahead of Newcastle in 18-19 and were £55k over the salary cap that season. I think you'd have to be incredibly petty to say that £55k was the difference.
I'm still entertained by the fact that we were so bad in that period that we managed to fail even while cheating the system. Other teams cheat to win championships, we cheat to get Campese Ma'afu and Valentino Mapapalangi in the same squad.
