Seems like they miscalculated the breach before, and this fine is a correction of that miscalculation.

Yeah, it's still from the pre Pinchen period which we've already been fined for. Somewhere, somebody can't count.
I do feel sorry for Pinchen who keeps having to clean up the crap left by her predecessors who gets away without having to do the interviews and face the finger pointing.

Ah, that makes me feel much better.
