I mean, 99% of the time the ref calls it and people follow up kicks that a player is about to dot down until the whistle goes anyway. We're talking about a very unlikely scenario. But I don't see how people won't see that these are different scenarios. Its not like every case of tackling someone when you're not allowed to and/or dummying is treated equally to begin with. Some are considered within the remit of the law and some aren't.
And if anyone disagrees, then go down to the rec with your video camera, get someone to tackle someone a little late after a mark/try and claiming to not hear the whistle, then do the same after its grounded for a 22 drop out, and come back with the results. I would but I don't fancy being yellow carded.
