Itoje captained the U20s to a JWC, captained Sarries in the LV Cup in his first two seasons (including teams containing Barritt and Farrell) and has been a semi-regular choice for Sarries captain, as well as co-captaining England before (alongside Ford). I'd have Launchbury but I don't think he will be in Jones's 23 when everyone is fit.
