For sure, they're just prevented from investing in the top of the business to try and advance their attainment levels at the cost and understanding they'll need to rein back for some period in the future. Allowing them a longer plan than 1 season doesn't change the nature of what the cap is trying to do

I would also include a minimum spend on the squad as part of the participant requirement for the league so they don't drop off a cliff in performance

It will need covid to go their way but they could have the perfect season comprising of a few high profile, income generating fixtures giving their top players a light but high quality workload and their bank balance a nice boost.

If it works it will be of interest to CVC. A lot of comms/leaks coming from them say their ultimate aim is less but bigger games, ala the NFL.
