Scotland was taken out of the EU against the will of a majority of its voters. This has put independence back on the agenda. But Brexit raises difficult questions about how an independent Scotland could balance its relationships with Brussels and Westminster.

We show that an independent Scotland’s path back to EU membership would run via Westminster, as its application would be welcomed only if independence had been secured via agreement with the UK Government.
Scotland could only formally apply to join the EU once it had completed its secession from the UK, which could easily take longer than the 5 year Brexit process. Accession to the EU could then take a couple years on top of that, based on historical precedents

Rejoining the EU would restore to Scottish voters and businesses the rights and responsibilities lost as a result of Brexit, including freedom of movement and frictionless trade with the EU. But this would come at the expense of new barriers to trade between Scotland and England.
Within the EU, Scotland would be part of the Customs Union and the Single Market. So customs controls and regulatory checks (e.g. on animal and plant products) would have to be imposed on trade between Scotland and England/Wales.
Scottish business exports around three times as much to the rest of the UK as it does to the EU. Even in manufactured goods, exports to the rest of the UK were worth an annual average of £3bn more than exports to the EU over the decade to 2018 (latest data)

Scotland could seek a looser relationship with the EU (such as EEA membership or a free trade agreement). But no model could grant an independent Scotland frictionless trade with both the EU and the rest of the UK.

Many Scottish voters want the opportunity to vote again on independence, so that Scotland could then rejoin the EU. That is a choice for Scotland to make. But we suggest this choice should be taken with a clear understanding of the trade-offs that would lie ahead.

Two polls published this morning, one by by Comres and another with Yougov, show Scexit falling further behind support for remaining in the UK.

You may have also seen that ComRes noticed a mistake in their numbers and corrected three polls from earlier in the year. That’s fair enough, we all make mistakes and correcting them shows integrity. It does put into context though some fairly hysterical claims from nationalists earlier this year that there was a new “settled will” in favour of Scexit.

These new numbers are an opportunity to remind readers, and for readers to remind others, that the story that the SNP tell about Scotland - that we are a nation on an inevitable march towards exiting the Union - is simply not true. With the corrected figures, here are some facts about the 25 polls carried out in 2021:

20 out of 25 polls taken this year have support for leaving the UK within the margin of error of being at the same levels as the 45% vote recorded in 2014.

Half of the 25 polls carried out in 2021 have support for leaving the UK at or *lower* than the 2014 vote level.

If, in the days after the May elections, we find the SNP and their allies getting carried away and attempting to extrapolate support for leaving the UK from parliamentary seats won, we should remind them that the opinion polls they put so much store in show nothing of the sort.
