The only way to get round this is to have a one min limit on mauls, lights on the post to signify every 10 secs and a hooter to sound when the minute is up. If the attacking team then fail to release the ball a bi-plane will fly overhead with a banner stating it’s a penalty.

Surely the point is that there was no maul formed? To be honest, I haven't much of a clue of what is going on in that clip. All I can think of is that there is no maul formed, the ball hasn't left the lineout, so the lineout isn't over, so the team with the ball are trying to tempt the defending team to go offside?

As far as I can see it’s the usual standoff between the team in possession wanting to form a maul and the oppo not wanting to.
