Blue card looks reasonable - 12 substitutes seems ridiculous, a whole pack change plus most of the backs? will turn teams into 50/60 minute massive beasts

Is this real? The national team's fitness issues are hardly going to improve with this system.

12 subs I think is total, still an 8 man bench, but then it allows HIA/Injury to be replaced (not tactical though I think) upto 4 times.
Of course, France, and Stade Francais as well (at least) used the HIA for rolling subs when it came to Slimani anyway. I was watching a stade game to see Wasps new signing (cup game from last year against Tigers I believe). They took Slimani off at around half time, then he was warming up for 5 minutes before they took off the loosehead with 10 minutes to go in the match (no head injury whatsoever in the leadup).

I'm confused. How does a national rugby association unilaterally introduce changes to the rules?
Or are the French allowed to do this because they're French?

I believe that the proposed changes will be submitted to World Rugby for approval.
