They also signed off on Sarries salary cap the previous time as well, so not sure that counts for too much.

It specifically says in the Mail article you linked that the salary cap manager signed off on this individual transaction. What got them in trouble before was not declaring a lot of business dealings, that were only exposed after the fact.

It's not cheating the cap if you call it something else, a rose by any other name isn't a rose
